What "excess" (CDW) actually means
Nearly every rental in Montenegro already includes CDW (Collision Damage Waiver) and theft protection as standard. That sounds like full protection, but it isn't quite: CDW caps your liability rather than removing it. The amount you remain responsible for is the excess (also called the deductible).
In practice this works alongside your deposit — the refundable hold placed on your card at pickup. Excess-reduction / full coverage: what it changes
A full-coverage or excess-reduction option (sometimes labelled Super CDW or zero-excess) does one thing: it lowers — or removes — the excess you'd otherwise pay after damage or theft. The car and the standard CDW don't change; your worst-case exposure does.
Think of it as converting an uncertain, possibly large bill into a small, fixed daily fee paid upfront.

Does Montenegro's driving change the maths?
This is where the honest answer matters. Montenegro packs serpentine mountain passes, narrow coastal roads, tight medieval old-town lanes, and summer traffic into a small country. Even careful drivers face tight parking, kerbed wheels, stone-chipped windscreens, and mirror clips on roads barely wider than the car.
A few realities worth weighing:
- Mountain and coast roads are spectacular but unforgiving — blind bends, steep drops, and the occasional single-lane mountain tunnel. Some tunnels and bypass routes are still being upgraded through 2026, so expect detours and slower going in places (treat any timing as about / traffic- and season-dependent).
- Summer crowds in spots like Kotor, Budva and Sveti Stefan mean low-speed scrapes are common.
- Gravel and rural edges chip paint and crack glass — and glass/tyres are sometimes excluded even from full coverage, so always ask.
None of this means driving here is risky. It means the chance of minor cosmetic damage is genuinely higher than on a quiet motorway holiday — and minor cosmetic damage is exactly what an excess is sized to cover.
So — is it worth it?
There's no universal yes. Use this quick read:
- Lean toward full coverage if you're driving the coast-and-mountains loop, parking in old towns, new to driving abroad, or you simply want a holiday with zero "what if" in the back of your mind.
- You might skip it if you're an experienced confident driver staying mostly on main roads, your personal travel insurance or premium credit card already includes car-hire excess reimbursement, and you're comfortable fronting the excess if the worst happens.
